INTRODUCTION OF TARIFF SPECIFICATION CODES (TSCs) ON SELECTED HS CODES IN THE CUSTOMS AND EXCISE TARIFF SCHEDULE

The General Public and in particular the Customs Clearing Agents are informed of the introduction of the Tariff Specification Codes (TSCs) in the Customs ASYCUDA World system under selected commodities’ Harmonised Systems (HS) codes with effect from 5th December, 2016. The introduction has been necessitated to enhance the identification of different brands of products, package types, commercial description, the country of Origin, country of supply/export as well as any other specifications that uniquely identify the product.

The TSC is a four digit, alphanumeric code which is located at the end of the Tariff commodity code, box 33 of the SAD or form 12. Below are the steps that should be followed when tariff commodity codes that demand TSCs are being captured in the ASYCUDA World system by the Customs Agents:-

(a)    The initial process of capturing information onto a Single Administrative Document (SAD) has not changed for any model of declaration whether it is “IM4”, “IM7” or “IM8” etc.;

(b)    However, when a commodity code under field no. “33” of the SAD is captured, the system would demand input of a Tariff Specification Code for those selected HS codes;

(c)    The Customs Agent should therefore select the correct TSC, from the drop down menu that appears. To activate the drop-down menu on the TSC field, either right-click and select Find or simply press the F3 key on the keyboard. The TSC to be selected must  correspond to  the goods that have been imported as indicated on the import documents (invoice and the packing list);

(d)    As mentioned above, the correct TSC should be the one that has the same brand, package type, name, description origin and the country of export as the imported consignment;

(e)    In the event that there is no marching TSC for the imported goods, the Customs Agent should immediately notify our Customs Technical Department for appropriate action;

(f)    In the event that the TSC field has not been completed, the declaration would fail at verification and would demand inputting the missing TSC field before validation of the SAD is allowed;

(g)    The other declaration processing procedures after this step remain unchanged.
