Gray Balawe
Commissioner Domestic Taxes
Gray Balawe joined the Malawi Revenue Authority (MRA) on 14th February, 2000 as a Revenue Officer. Prior to that he worked under the Income Tax Department of the Ministry of Finance for two years having joined in 1998 as an Inspector of Taxes.
He has worked in several positions in the Domestic Tax Division and has risen through the ranks. After serving as an Officer - Technical for several years, he was promoted to the position of Manager - Technical in 2013.
He was appointed Acting Deputy Commissioner- Technical in August, 2020 and Deputy Commissioner – Technical in June 2021. He was appointed Acting Commissioner of Domestic Taxes on 1st January 2023. He became Commissioner of Domestic Taxes on 1st August 2023.
Gray holds a Master of Business Administration (MBA) from the University of Malawi (The Polytechnic) obtained in 2009 and a Bachelor of Social Science (Economics) from University of Malawi (Chancellor College) obtained in 1997. He also has attended courses in specialist areas such as Transfer Pricing and Tax Treaties. He is a technical member of the Tax Treaty Negotiation team of MRA and has been involved in several tax treaty negotiations with countries like Malta, Morocco, UK and South Africa. He also sits on the SADC Sub Committee on Tax Treaties.
