The Board of Directors of the Malawi Revenue Authority (MRA) is pleased to announce the appointment of seasoned tax professionals to key leadership positions of Commissioner General, Deputy Commissioner General and Executive Director, Corporate Services.
Commissioner General Appointment
Mr. Daniel Dominic Daka has been appointed as the new Commissioner General effective 20th August 2024. He is a highly experienced tax legal practitioner with over 20 years of management expertise. He holds a Master of Laws (LLM) from the University of Western Cape in South Africa in collaboration with Germany’s Humboldt-Universität, a Post-Graduate Diploma in Legislative Drafting from the International Law Institute in Uganda and a Bachelor of Laws LLB (Honours) Degree from the University of Malawi.
He is professionally certified by various global institutions in Value Added Tax; Legislative Drafting of Tax Laws; Fiscal Law; Corporate Governance; International Taxation; Money Laundering and Arbitration, among others.
“Mr. Daka assumes this position after serving in various management roles within MRA and the Ministry of Finance. Within the Authority he rose to the position of Acting Board Secretary and Chief Legal Counsel in 2009 and was promoted to the position of Deputy Director of Tax Investigations in 2021,” the Board says.
Most recently, Mr. Daka served as Director of Legal Services in the Treasury (Ministry of Finance) since 2022. His extensive background in legal affairs and tax administration will be invaluable in his new role as Commissioner General
Deputy Commissioner General Re-appointment
, Mr. Henry Ngutwa has had his contract renewed as Deputy Commissioner General effective 12th August 2024. He has served in this role since July 2020. He holds a Master of Taxation degree from the University of Sydney in Australia and a Bachelor of Laws LLB (Honours) Degree from University of Malawi. He is a tax specialist with extensive training in public finance management.
“Mr. Ngutwa’s journey with MRA began in 2001 when he joined as a legal officer. Over the years, he has served in senior management positions, first as Deputy Chief Legal Counsel & Company Secretary and then as Director of Tax Investigations. Outside the MRA, Henry served as Company Secretary for MBC in 2004 and as National Advisor on Tax Policy for GIZ Malawi in 2016. He also worked as a Managing Partner at Odeide Tax Lawyers. Henry is an Adjunct Lecturer for LLM Programme specializing in Corporate Tax Law at the University of Malawi,” says the Board.
Mr. Ngutwa has certification in leadership and brings to Management vast experience in corporate governance having also served as director in a number of boards in the pension and banking industry prior to his appointment as DCG in 2020.
The Executive Director—Corporate Services Appointment
Mr. Douglas Katchomoza has been appointed as Executive Director – Corporate Services effective 20th August 2024. He brings over 20 years of experience in Customs management. He holds a Master of Science in International Trade Policy and Trade Law from the Lund School of Economics and Management in Sweden, a Master of Business Administration (MBA) from Eastern and Southern African Management Institute (ESAMI), and a Bachelor of Education (Mathematical Sciences) from the University of Malawi.
His deep understanding of Customs operations and strategic
management will be instrumental as MRA
as t continues to advance its strategic objectives. Mr. Katchomoza assumes this position after
serving in various roles within MRA’s Customs Division, including as Acting
Commissioner of Customs and Excise.
The Board believes that these appointments reflect its commitment to driving the organization forward during this critical period of growth and transformation.
