Parliamentary committee commends MRA’s focus in revenue collection

The Public Accounts Committee of Parliament (PAC) visited Malawi Revenue Authority Msonkho House head offices in Blantyre and Mwanza border station on Friday, 20th September 2019.

Welcoming the members of parliament, MRA’s Deputy Commissioner General Mrs Roza Mbilizi said the visit was crucial to ensure that PAC has direct insights on how MRA effects tax laws. 

“It is good that as Members of Parliament you are here to see for yourself how we use the laws formulated in the August house. MRA looks forward to committees’ support as we implement tax laws for the benefit of Malawians,” she said. 

The Head of Corporate Affairs, Steven Kapoloma, made a presentation detailing the Authority’s ongoing modernisation initiatives to automate tax services.

“The goal of the modernisation reform programme is to improve efficiency of MRA processes and ease taxpayers access to seamless services that result in prompt tax compliance while widening the tax net, facilitating trade and reducing fraud cases. 

“The Msonkho Online is an integrated tax administration system that will allow online processing of tax transactions. The project is 85 percent complete and we are starting the pilot phase this December. We want taxpayers to register, file and pay tax online from anywhere in the world at any time.” he said.

Other initiatives include E-payment, EFDs for Value Added Tax collection, construction of One Stop Border Posts, the National Single Window, MRA Document Validation system and cargo scanners that are stationed at Songwe, Mwanza and Lilongwe inland examination centre. 

The MPs visited to MRA’s data centre, the declaration processing centre and Mwanza border station where they had first-hand experience on how cargo is process using the scanner.

The committee’s Chairperson Honourable Ken Kandodo commended MRA’s management for the focus to provide taxpayers with seamless automated services when paying taxes and during goods processes at the borders.

“We are impressed that MRA is making such tremendous progress to modernise its operations to ensure that the right amounts of revenues are collected to finance Government through the national budget. This must be sustained to obtain rightful results and as PAC, we will render MRA the needed support.

“Ours is a new committee and the key interest is to see to it that all taxes are accounted for by MRA. On behalf of all members we are very glad for the first hand exposure at Msonkho House, the data centre, the declaration processing centre up to the border station here in Mwanza,” said the chairperson.

PAC comprises 26 MPs from various political parties represented in Parliament.
