The
Malawi Revenue Authority (MRA) has expressed confidence that the adoption of
the Electronic Certificate of Origin (e-CO) system will significantly enhance the
country's revenue collection efforts
Speaking
during the launch of Common Market for Eastern and Southern Africa (COMESA) Electronic
Certificate of Origin project in Blantyre on 17th December 2024, MRA
Executive Director of Corporate Services, Mr. Douglas Katchomoza emphasised
that the e-CO is not only a game-changer for traders and businesses but also a
vital tool for increasing the efficiency of revenue collection and improving
Malawi’s global competitiveness.
Malawi
has become the second COMESA member state to pilot the e-CO, an innovative
solution aimed at streamlining trade and reducing costs for exporters and
importers.
“One
of the key benefits of the e-CO is the simplification of trade processes.’
Katchomoza said. “The manual issuance of Certificates of Origin has been a
time-consuming and cumbersome process, often causing delays and disruptions in
the flow of goods. With the introduction of the electronic system, these
processes are being automated, enabling faster issuance of certificates.
He
further highlighted the benefits of digitisation for MRA noting “The
introduction of the e-CO system will enhance data management for MRA. By transitioning
to digital Certificates of Origin, the MRA can now better track and manage
trade data, leading to more informed decision-making and improved compliance
monitoring. The system’s ability to securely store and retrieve data
electronically ensures greater accuracy and security, making it easier to
detect and prevent fraudulent activities,”
The
Ministry of Trade and Industry Principal Secretary, Ms. Christina Zakeyu, underscored
the importance e-CO system to Malawi’s Economic growth. ‘This launch aligns seamlessly with the
Malawi 2063 Vision, particularly the pillar on industrialisation and economic
transformation. A modernised trade facilitation process is integral to
achieving sustainable economic growth. By simplifying trade, we empower our
private sector, attract investment, and create jobs for our people.’ She said.
Beyond
introducing the system, the Authority is committed to ensuring its effective
deployment and maximising its benefits for businesses and other stakeholders.
This
initiative represents a major step forward in aligning Malawi’s trade practices
with global standards, creating a more efficient, transparent, and competitive
trading environment.
